Targeted assistance

Special regional programs aimed at the support of socially unprotected people of Chukotka were ratified and are functioning in the Okrug.
Within the framework of the special regional program of "Targeted assistance to the poor and disabled of Chukotskiy Autonomous Okrug for 2002-2004" and special regional program of "Targeted assistance to the poor and disabled of Chukotskiy Autonomous Okrug for 2004-2005," the administration set the following goals:
  • Protection of the elderly and the disabled;
  • Aid for families with children;
  • One-time aid for people in a difficult life situation.
Protection of the elderly and the disabled implies a monthly additional payment to their pension. In 2005, the Okrug budget and non-budget sources spent:
  • 4560 thousand rubles on unemployed retirement pensioners, long-service pensioners and social pension holders (1520 people).
  • 834 thousand rubles on disability pensioners (278 people).
  • 5823 thousand rubles on native pensioners of the North (1941 people)
  • 29 136 thousand rubles on the pensioners who moved to other regions of the country (2428 people)
  • 1368 thousand rubles on the unemployed disabled who moved to other regions of the country (114 people)
  • 480 thousand rubles on the disabled children who moved to other regions of the country (40 people).
    The Pension Fund gives one-time social aid to the poor unemployed pensioners of Chukotka: in 2004 the amount of money given was 465.9 thousand rubles and 392.9 thousand rubles in 2005. The number of holders of such targeted assistance amounts to 1200 people annually.
Another group of holders of targeted assistance are families with children living on the territory of the CHAO. In 2005, within the framework of the special regional program:
  • 43 disabled children received monthly social aid (640 thousand rubles);
  • Three minors of unemployed pensioners had their travelling expenses paid for the total amount of 77 thousand rubles (34.4 thousand rubles in 2004);
  • 1975 children from families with 3 and over children received free training suits for the amount of 3694 thousand rubles.
The third group of holders of targeted assistance is people who found themselves in a difficult life situation. One-time aid in the amount of between 300 and 10000 rubles is paid by the Okrug budget: in 2005, 2526 people asked for financial aid and received 7 million 003 thousand rubles (in 2001, the Okrug budget spent 949 thousand rubles).
