Legislative powers in the Chukotka Autonomous Okrug lie with the Okrug Duma, the highest legislative body in the region. The Duma is a permanent, single-chambered, elected organ of Government of the Chukotka Autonomous Okrug, first formed in April, 1994. Thirteen deputies sit in the Okrug Duma. The powers of the Duma are limited by the Charter (Basic Law) of the Chukotka Autonomous Okrug, in force since 28 November, 1997.
Deputies of the Okrug Duma, the Okrug Governor, representatives of local government organs, the Government of the Chukotka Autonomous Okrug, the Court and Arbitrage Court, the Procurator, and the Okrug Elections Commission have the right to propose legislation. Individuals residing in the Chukotka Autonomous Okrug may also propose legislation if they gather support of no less than 5 percent of the Okrug population.
The year 2001 was the first year of operation for the Chukotka's Third Duma, whose legislative powers took effect on 12 January, 2001.
In 2001, the Duma concentrated its efforts on future development of the Okrug and legislative improvements, continuing with previous work and building on the efforts of the Chukotka's First and Second Dumas. In its first year of work, the Okrug Duma prepared amendments to 58 Federal Laws and proposed the following two amendments to Federal Law to the State Duma of the Russian Federation:

• “On Amendments to the Russian Federation Law ‘On State Pensions in the Russian Federation’ and ‘On State Compensations and Guarantees for Citizens Residing in the Far North and Similar Regions.’”
• “On Revisions and Amendments to Article 26 of the Russian Federation Law ‘On State Compensations and Guarantees for Citizens Residing in the Far North and Similar Regions’, and on Amendments to Article 12 of the Russian Federation Law ‘On State Pensions in the Russian Federation.’”

On October 12, 2008 there were the additional elections of deputies of the Duma of the Chukotka Autonomous Region.
