History
The Bilibin District with the area 0f 174,700 km² established in 1930 is second Chukotka district by its size. It differs greatly from the Bering district. Its population amounts to 8,382 persons with the density of 0.069 persons per 1 m². Bilibino city with the population of 5,817 persons is an administrative center. Among indigenous peoples are the Chukchees and the Evens. Minor groups accounting for 18.8% of the total district population include the Evenks, the Eskimo and the Yukaghirs. The settlement system is a dispersed one and does not follow a single structure. A slight so-called “thread” settlement can be seen along the Maly Anyuy river. The district comprises seven mining villages (including a district center) and four large villages – centers of farms – as well as several small settlements. They are situated rather far from each other and aren’t linked by constant transportation.
Natural conditions
The Bilibin District is the only one in the territory of Chukotka with no access to the sea. It is located in the west – a river basin of the Kolyma river. Physically and geographically, it is situated within a transition zone from Chukotskaya to Kolymskaya uplands. Geologically, it is somewhat similar to Kolyma as it is mainly located in a Mesozoic orogen. It is chiefly rich with gold, copper, platinum and coal. The district is represented by a tundra forest belt with valley forests, which was the first district to be developed by the Yukaghirs, the Russians and the Evens migrating from the west and south in XV-XVII centuries. Currently, the district, to the contrary, is being developed as the last one – starting from the southeast , but not from the sea side like other districts.
Economics
2005 saw significant capital investments in the municipal unit the Bilibin District. Companies’ profitability and solvency ensured better material and technical base, upgrade of capital assets and full transfers to a local budget. 2005 accumulated transfers to the local budget increased by 92% on the year reaching 1,109.2 mln rubles. Main receipts of the district budget were represented, like in the previous year, by the investments from the autonomous district budget amounting to 72% (in comparison with 67% in 2004). Due to the higher income, spending rose by 85.4% on the year or by 492.99 mln rubles. That allowed executive authorities to resolve some social issues. It should be noted that in recent years all current spending of budgetary organizations are being covered and previous debts are being partially paid.
Education and culture
Educational has, like in the previous years, been the priority. The year to pass witnessed the support of the education with material and technical facilities standing at 5.7 mln rubles in monetary terms or increased by 19% in comparison with 2004. The Chukotka government decided to construct a new school in Oolong village. The autonomous district budget allowed 3 mln rubles for the design of technical documentation and appraisal works.
2005 financing of cultural organizations increased by 9.5 mln rubles on the year. Bone-cutting facilities for a bone-cutting workshop of the regional museum in the name of Glazyrin G.S. were bought. Its publishing department was also supplied with publishing and post-publishing facilities. In 2005 a new computer club was open in the Bilibino city. Currently two computer clubs – “Contact" and “Internet-café” are active and are very popular with the youth. A free gym, provided for by the local budget, was launched in Keperveem village. A capital reconstruction of a gym was completed in Omolon village.
Social sphere and health care
Pursuant to program "2005 Support of Territorial and Neighboring Communities of Minorities and Deprived Persons Including Pensioners and the Disabled Living in the Bilibin District” the economically disadvantaged people were granted 543,200 rubles. A program “Targeted Social Support of Deprived and Disabled People of the Chukotka Autonomous Okrug ” provided for investments from the municipal unit budget to schoolchildren nutrition standing at 23.64 mln rubles.
Health care system can also be characterized as improving in terms of material and technical facilities. Upon a protracted reconstruction, finally, a gynecology department equipped with modern medical devices, like the rest maternity hospital, was open. Its technical features are better than those of other Chukotka district hospital. A therapeutic department was also supplied with newer facilities. In 2006 the reconstruction of the Anyuyskaya division hospital is expected to be carried out.
The financing of housing and communal utilities increased 1.8fold on the year. It helped cover all relevant expenses on the maintenance of a housing sector as well as on social allowances for payment of communal services and housing. In order to improve the financial situation of a municipal enterprise providing housing and communal services the budget contributed 178.4 mln rubles to a higher authorized capital. The district budget provided funds to buy 28 units of specialized facilities standing at 23.1 mln rubles in monetary terms. Upon capital reconstruction a modern city steam house with a gym and a café was commissioned. A solarium and a hairdressing shop are expected to be open. The autonomous district budget sponsored the reconstruction of the central heating unit equipped with new facilities in the Bilibino city. Mechanical workshops in Blarney village were turned into a new boiler house with the capacity 40% higher than the previous one. Upon reconstruction a boiler house, water and thermal supply lines and a diesel power station were commissioned in Omolon village.
Agriculture
As of the end of 2005 the reindeer population of the Bilibin District stood at 25,909 animals, which is 14.2% higher than last year. The population increase amounted to 3,230 animals. Within a program “Development and Support of Agro-Industrial Complex of the Chukotka Autonomous Okrug ” reindeer farms were supplied with material support, vehicles and other material facilities accounting for 55.4 mln rubles in monetary terms, which is 23.2% higher than last year.
The production of consumer goods is of great importance for the district social and economic development also. VF “Rosinka” is involved in the vegetable production. 2005 vegetable output amounted to 44.3 tons including 26.3 tons of cucumbers and 16.5 tons of tomatoes. The whole range of vegetables includes 24 positions. A branch “Yarar” of “Chukotskaya Agricultural Corporation” products bakery and pastry in the Bilibino city, while a branch “Bilibinsky” of SE “Chukotskaya Wholesale” – in villages. November 2005 saw the commissioning upon the reconstruction of the dairy product shop of a branch “Yarar” of “Chukotskaya Agricultural Corporation”. The company manufactures products that are vitally important in everyday ratio – kefir, milk, sour cream and cottage cheese.
District trade is also undergoing positive changes. The material and technical base of trading companies is constantly improving. Early 2005 saw the opening upon reconstruction of shop "Cookery” and “Dollar” equipped with the state-of-the-art trade and freezing equipment. After repair a modern shop “Tysyachka” with a popular department "1000 articles" was launched. A spacious trading hall, modern external and internal designs, wide range of goods for family have deserved popularity with buyers. A white goods shop “Grant”, manufactured goods shop “Lyudmila", food shop “Crystall”, combined goods shop “555” with two trading halls and a shop “Anyuta” were also reconstructed and upgraded.
Transportation and communications
Transportation system is mainly represented by winter roads (half of the total Chukotka length). A power line with minor branches is installed along the main winter road Zeleny Mys (the Kolyma river in Yakutiya-Sakha) – Bilibino – Pevek (the Chaoun District). There is only one permanent autoroad: Bilibino – Keperveem (36 km), where the main district airport is situated, which upon reconstruction will be able to serve heavy aircraft. Middle class aircraft can be also received by an airport “Omolon”. Due to its rich mineral and raw materials base, the district can be described as unique. Among main industries of the district are gold, power and food production.
A current program of the Chukotka governor aiming to develop IT-technologies is being successfully implemented. The program provides for small-scaled satellite stations in the territory of the autonomous district. In 2004 the populations of all native villages were able to telephone in any populated locality of Russia without any restrictions. In 2005 in Anyuysk village a building for a communications outlet, a post office and a saving bank was bought at the expense of the local budget amounting to 1.8 mln rubles.
Construction of the Cathedral of Reverend Serafim of Sarov is currently underway. The works include construction of the main domes and laying of engineer communications.
