In the beginning of 2001 the Governor of the Chukotsky Autonomous Okrug made a decision concerning creation of a telecommunication net «Chukotnet». The head organization for creation the system and, at the same time, for functioning as an operator is the Public Corporation «ArcticRegionSvyaz». In the frame of the project «Chukotnet» the modernization of TV and radio communication network which was projected in accordance with Zone A broadcast state program realization. All the objects of the network are fully equipped and oriented on reception of digital set of federal and regional programs. Broadcasting of these programs as well as local TV and radio programs made in Anadyr is supposed to be performed via satellite Stationar-16.

The net provides reception and broadcasting of the following governmental TV-channels: First (Pervy), Russia, STS (which is complemented with broadcasting of TV-programs of the Information Agency Chukotka); and also reception and broadcasting of the following radio programs: Radio Russia, the State TV and Radio Company Chukotka, Maximum Radio and Radio Purga. Chukotnet is a double-purpose system open to integration with federal and departmental projects and programs such as Electronic Russia, Cyber-Post and others, and simultaneously provides realization of commercial projects in accordance with service market development.

As a result of Chukotnet system breaking-in, the in-zone traffic of common use phone net of the Chukotsky Autonomous Okrug had 200% increase, the intercity traffic 70% increase, and the international one 60% increase. More than 90% of the region population got access to modern information and communication services.

Chukotnet system creation supported transportation environment for performing the most vital tasks in the communication industry, to boost the development of the admission network in distant regions on the basis of modern wireless technologies.

Joint-stock company Chukotkasvyazinform is the main communication services supplier on the territory of the Chukotsky Autonomous Okrug. 75% of Chukotkasvyazinform shares are state property. At present joint-stock company Chukotkasvyazinform provides local, intercity, and international phone connection services, Internet service, telegraph service, e-mail service.

In the year 2004 communication services amount was evaluated in 338.3 mil. rubles. The services amount increase was connected with the governmental affirmation of regional grant program on Chukotka communication and information systems improvement. The program was affirmed in the year 2004. It was accepted in order to answer social needs of people, namely population demand for information, via TV and radio broadcasting extension, existing public network modernization, access network upgrade (on the basis of modern multifunctional automatic communication stations), digital telecommunication and wireless technologies, energy care on connection objects in the settlements of the Chukotsky Autonomous Okrug.

By the end of December, 2004 in 41 settlements of the autonomous okrug the equipment for digital admission and broadcasting of programs performed by TV-channels Culture and NTV was brought into exploitation.

The net of cell communication has been realized under NMT-450 standard and provides services in Anadyr and neighboring settlements for a round of the area. Users of the cell connection net together with services of the home, inter-city and international connection are provided with automatic roaming through the whole territory of Russia.

In addition, in Anadyr and Bilibino cities the personal radio transmitting network have been deployed. The network users have automatic roaming in 102 Russian cities and some capitals of the CIS countries.

Thus, during the Chukotnet system creation period the following networks have been deployed and started functioning on the territory of the Chukotsky Autonomous Okrug: satellite connection network; federal, regional and local TV and radio programs distribution and broadcasting network in 43 settlements; NMT-450 standard cell communication network in Anadyr; personal radio transmitting network in Anadyr and Bilibino.

In the year 2004 joint-stock company Chukotkasvyazinform conducted modernization of 2781 numbers (16%) of phone stations. The total amount of functioning phone stations in Chukotka settlements is 17525 numbers. New telephone stations were installed in Ugolny Kopy, Pevek, Egvekinot, Alkatvaam, Billings.

By the end of the year 2005 the total amount of telephone stations comprised 22 thousand numbers, the density of phone maintenance in Chukotsky Autonomous Okrug is 33 items for 100 town civilians and 16, for 100 village civilians. This indications advance the overall indications in Russia significantly. At present time every village resident has possibility to install telephone.

As well as this, the access to zone and international channels became more available for users due to Internet-protocol speech code technology (VoIP) deployment.

Simultaneously in the year 2004 under support of the Government of the Chukotksky Autonomous Okrug in the frames of regional grant program on Chukotka communication and information systems development in coordination with enterprises Chukotkasvyazinform and Arcticregionsvyaz new stations were installed in Bilibino, Keperveyem, Amguema, Kanchalan. 16 native villages of Chukotka are provided with wireless telephone communication.

Enterprises specializing in communication which are functioning on the territory of the Chukotsky Autonomous Okrug under condition of economic development and financial growth will achieve maximally possible upgrade of equipment and are ready to invest their surplus funds in new projects which promote improvement of quality and widening of connection range.

The program of economic development in Chukotka can be carried out, considers vice-premier of government CHAO M. Sobolev.

First of all, the long-term program leans on resources of peninsula. Let’s begin that geological resources of Chukotka are explored today on 10 %-17 %. The next regions are explored much better. And even on these, tentative estimations resources here can be found. The proved resources of gas on the Priosernoe deposit - 7,3 billion cubic meters. Oil resources are estimated approximately in 10 million tons, the proved stocks make 4 million tons of them. They are dispersed on small Fields, such, as Hatirskoe, where extraction is conducted by "Sibneft" company. But it is not necessary to dismiss a shelf – it’s insufficiently studied yet, but there are data, that it’s resources can make up to 14 billion tons of conditional fuel. Exxon Mobile Company in similar ice conditions, in Baffin bay has constructed 7 platforms. What prevents to construct them here?

There was a moratorium on an industrial slaughter of deers in district till 2006. But now it is removed, farms have allocated a contingent for commodity slaughter this year. Within the limits of national project the agrarian and industrial complex have got slaughter area on terms of financial leasing which is assembled in Kanchalan. Basically its value is in that correctly cut production will receive a trade look and will answer all established norms. The livestock of deers for September, 1st - from above 183 thousand. It’s below the level of 1990 (490 thousand heads), nevertheless, in Chukotka a livestock grows on faster rates, than on Yamal, and it’s our main competitor. Potential market - not only Vladivostok, but also Japan, Korea, China. Reindeer breeding is, at least, preservation of a traditional way of life of native people and food safety of region and when sales volumes become great enough, branch can turn in profitable.
