History
The Yioultin District with the population of 3,921 persons with the density of 0.08 persons per 1 km² was established in 1953. It takes the middle position by its size, as its area amounts to 72,700 km². Egvenkinot village with the population of 2,399 persons is its administrative center. The indigenous peoples include the Chukchee and the Eskimo accounting for 23.9% of the total district population. The district, which is crossed by the Polar circle and 180º longitude, is located between two banks across the Chukotsky peninsula.

Natural conditions
The Yioultin District comprises three natural hollows – Vankaremskaya in the north, Amguemskaya in the center and the St. Cross bay in the south, which are mostly surrounded with mountains. Geologically, the district is located in the territory of a branch of the Okhotsko-Chukotsky volcanogenic belt and the Chukotskaya Mesozoic folded belt. It is rich with various ore minerals – mainly pewter and wolframite. There are also coals.
The Iultinsky nature can be called diverse. It chiefly includes mountainous tundras and arctic ones along the bank. The richest pastures are located in a river basin of the Amguema (Omvaam) river. In its headwaters uniquely beautiful lakes and relic woods can be encountered. The bank of the St. Cross bay is rich with fish and sea animals. But the greatest reserve of the resources can be found eastwards – at Meechkyn bank, the Seutakan river and its neighborhoods. Currently those are protected territories.
The settlement system, marked with consecutive migrations, is related to the allocation of natural resources. The most western Eskimo settlement – Uelkal - is situated in the south-west of the district. Other villages (Amguema, Nutepelmen, Vankarem and Konergino), mostly of the Chukchee, are farm centers. Only Amguema has the stable economic situation, as it is located in the zone rich with pastures and equipped with a road.

Infrastructure
Egvekinot village, a district center, is an infrastructural core of the district. The village, along with a neighboring Ozerny village, hosts a sea trading port, autocompany, a hydro power plant and a domestic airport. This is a zone of a main transportation line of the district, which goes from the Polar circle across the Iskaten range of mountains and the Amguema river in the Yioultin District. It is the longest autoroad of Chukotka – the Iultinskaya road of V category with a power line along it. The road has branches of winter roads and temporary tractor roads to villages including Svetly and Vostochny and geologists and miners camps.
Future plans of the district are tightly associated with the development of power production, agriculture and mineral and raw materials base.
2002 saw the launch of satellite stations in Amguema, Nutepelmen and Vankarem villages. Similar stations are currently being mounted in Uelkal and Konergino villages. Two municipal agricultural enterprises – “Amguema" and “Vozrozhdenie” are active in the territory of the district. Their main operations concern reindeer breeding. As of early 2005 the reindeer population numbered 23,000 animals, while as of the end of 2005 the indicator amounted to over 2004 animals (in comparison with 19,600 animals in 2003). Agricultural companies of the districts are fully financially supported by the autonomous district budget including supplies of motor fuels, uniforms and hunting facilities.

Capital construction and accomplishment
Since 2002 the large-scaled construction activities regarding the accomplishment of native villages has been underway. 2004 saw the commissioning of capital assets standing at 114.9 mln rubles, while in 2005 the same indicator reached 256.6 mln rubles. “Chukotskaya Trading Company” LLC is the main developer, which in 2003 constructed 35 one-family houses in native villages Nutepelmen and Vankarem. In 2005 10 one-family houses in Nutepelmen village, 15 houses in Vankarem village and 3 houses in Egvekinot were commissioned. In addition, reconstruction of power lines, dwelling houses, kindergartens has been completed. Obsolete buildings were demolished.
The district center has also undergone changes. The capital reconstruction of enforcement authorities building was done, facade and roof works at a school were completed, a hospital, 9 dwelling houses, 2000 m² of road surface were repaired. The capital reconstruction also concerned roofs and facades of a hospital complex GUZ “CHOB”. 2005 saw spending of 34.3 mln rubles on the capital reconstruction of dwelling houses in Egvekinot village. A heating system of cold and hot water supply was replaced and relevant meters were installed in six houses. The facades were capitally reconstructed. For the first time over the recent years the capital reconstruction of internal heating lines and cold water supply lines was initiated in 2005. Covering with concrete of a central road, accomplishment and landscaping of the village were completed.
