Regional target programs

"Chukotka Healthy Child." The main purposes of the program realized in the Okrug between 2003 and 2005 were:
  • Integration of modern technologies of child nourishing.
    In 2005 alone, 1400 children of 2 years were provided with dairy products; about 700 women were given balanced milk drinks for consumption during the pregnancy and preparation for pregnancy. The measures worth 9.6 million rubles were funded with the Okrug budget.
  • Integration of information technologies into medical check-ups and child consultations.
    The software was funded with the Okrug budget (1 million rubles) and handed over to the main healthcare department of the CHAO.
  • Introduction of new forms of examination during medical check-ups of the children living in distant regions.
    On the basis of the general agreement between the department of social policy of the CHAO and scientific institute of paediatrics and child surgery of the Ministry of Health of the Russian Federation, specialists of the institute carried out complex examination of all children and juveniles of the Okrug. The budget of the CHAO gave 7.8 million rubles for these purposes.
  • Provision of medical institutions with diagnostic facilities for neonatal screening for Folling's disease and hypothyroidism.
    Maternity wards received test-forms for lab examination of the newly born with the purpose of diagnosing the abovementioned ailments. The Okrug budget spent 0.1 million rubles on that.
  • Introduction of a method of integrated treatment of child diseases.
    The specialists of the Scientific Institution of Paediatrics and Child Surgery of the Ministry of Health of the RF held training seminars for Chukotka's doctors. The seminars were held by pediatricians and neonatal surgeons, as well as medical assistants and obstetricians (altogether 22 people). The Okrug budget spent 0.62 million rubles on those purposes.
  • Raising the qualification of those employed in the pediatrics and obstetrician services.
    Here, the budget spent 0.34 million rubles.
Actual funding of the program in 2005 amounted to 57.9 million rubles. All money for its realization came from the regional budget. The result of the program was a dramatic drop of child death rate in the Okrug: from 28 cases per each 1000 people in 2003 to 17.6 in 2005. Compare: in 2001, child death rate was 41.7 cases per 1000 people.

"Prevention and cure of the ailments caused by social factors in the Chukotskiy Autonomous Okrug for the years 2002-2006." The program includes 11 methods of prevention of social ailments and healthy life propaganda. Among them are:
  • Urgent measures of fighting tuberculosis in the CHAO.
    In 2005 alone, the program received 10.6 million rubles from the Okrug budget; 9.06 million rubles were spent on the purchase of medical equipment, and 1 million rubles – on the purchase of antituberculous drugs and X-ray facilities. There were also additional supplies of antituberculous medication financed from the Federal budget.
  • Diabetes mellitus.
    In 2005, the budget of the CHAO spent 1.734 million rubles on financing the subprogramme. Insulin, sugar-decreasing drugs, insulin syringes, means of individual control (test-straps, glucometers) were bought.
  • Inoculation.
    In 2005, the Federal budget financed the purchase of vaccine and thermocontainers. The CHAO co-financed the subprogram by giving 0.85 million rubles.
  • Improvement of the medical service in case of disaster.
    The Okrug budget spent 0.1 million rubles on purchasing means of individual protection and formed a reserve of ionomous drugs on the basis of the regional hospital in Bilibino, near which an atomic power station is located.
  • Improvement of narcological aid in the Chukotskiy AO.
    The budget of the Okrug spent 1.2 million rubles on explanatory work; the specialists of Ivanovskaya Medical Academy, Scientific Centre of the Republic of Sakha (Yakutia), and The Marshak Centre were drawn for treatment and prevention of alcoholism in Chukotka.
    Within the framework of "Provision of Personnel for the Healthcare System of the Chukotskiy Autonomous Okrug for the years 2004-2006" subprogram, 21 specialists were invited to work in Chukotka, particularly in the rural area. On that, the budget of the Okrug spent 1.219 million rubles.
    The "Medical and social monitoring of health of the adults of the Chukotskiy Autonomous Okrug" subprogram financed the development and integration of personified medical record (patient's electronic passport) and unified quality standards of out-ward clinical aid. In 2005, the budget spent 2.2 million rubles on that.
Moreover, they resumed financing the purchase of drugs within the framework of the following subprograms:
  • "Measures of development of oncological aid for the people of the Chukotskiy Autonomous Okrug" – 1.405 million rubles
  • "Measures of prevention of further spreading of STDs" – 1.4 million rubles.
  • "Urgent measures of prevention of AIDS in the Chukotskiy Autonomous Okrug" – 1.8 million rubles.
  • "Prevention and cure of hypertension in the Chukotskiy Autonomous Okrug between 2004 and 2006" – 1.7 million rubles.
Actual investment of the program in 2005 amounted to 26.149 million rubles. This money was received from the budget of the Chukotskiy Autonomous Okrug.
