Social aid for veterans

According to the 2005 figures 5375 labour veterans (3181 of which enjoyed state benefits) and 48 rear workers (during WW II), 38 of which enjoyed state benefits.

Expenses of the regional budget for social support of veterans went up from 5 million 392.2 thousand rubles in 2001 to 24 million 260.7 thousand in 2004. Increase in the volume of financing was determined by an objective necessity to compensate for the growing prices and tariffs of the utilities complex.

Before the 1st of January, 2005, financing of state benefits for all veterans of the Okrug was done in accordance with the Federal Law on Veterans from the regional budget. On the 1st of January, 2005, the Federal Law # 122 came into force, according to which a 50% discount for payment for housing services by the World War II veterans is financed by the federal budget: in 2005, 489.3 thousand rubles were spent on these purposes. The Okrug budget funds the discounts for labour veterans: 19 million 510 thousand rubles for the same period.

According to the Law of the Chukotskiy Autonomous Okrug of the 29th of November 2004 #50-03 on "Measures of Social Support of Labour Veterans and War Rear Workers During the World War II," starting the 1st of January, 2005, social support of the veterans shall be done in form of services. Starting the 1st of July, 2005, privilege urban transport fees were given in form of a monthly payment, and starting the 1st of October, 2005, the service benefits (with the exception of the utilities and artificial limbs provision) were replaced with monthly money aid amounting to:
  • 525 rubles for labour veterans; and
  • 675 rubles for war rear workers.
