Biography:
Born July 18, 1970, in Surgut. Citizen of Russia. Single. Has higher education. In 1993 graduated from the Samara State Aviation and Building University. Engineer-metallurgist by profession.
1993-1994 Engineer-Technologist, Neftemash Experimental Plant operated by Kuibyshneftemash Co.
1994-1996 Deputy Senior Engineer, Joint-Stock Company AO Noyabrskneftegas.
1997.1998Director, Sibneft Ltd., Moscow Branch of Sibneft PJSC.
Since 1998 he has served as Vice-President, Finance, of Sibneft Ltd. On the 14th of July 1998, the special meeting of the Board of Directors appointed him First Vice-President (the only in the new organizational chart of the company) of Sibneft Ltd. He has been directing financial activities of the company since then. Sobolev Andrey Viktorovich has worked in the Chukotka Autonomous Okrug since 2001.
In March 2001 he was appointed First Deputy Governor of the Chukotka AO (first Deputy Chairman of the Okrug Government) and Head of the Department of Industrial and Agricultural Policy of the Chukotka Autonomous Okrug.

He was one of the initiators and authors of:
  • The renewed system of state and municipal government of the CAO;
  • Laws and other legal and normative acts, structures of state and municipal authorities of the Okrug, and Internal Management Plans for the Okrug executive body; and
  • The system of integration and recruitment of highly qualified specialists for state and municipal institutions.
As a member of the government of the Chukotka Autonomous Okrug, he is responsible for all matters related to regional, state and municipal construction and administration, emergencies, “North supply”, development of basic and traditional branches of the economy, extraction and use of natural and biological resources.

Biography:
Born May 4, 1951, Village of Ordzhonikidze, Krasnoselskiy Region, Armenian SSR. Citizen of Russia. Two children. Higher education.
In 1977 he graduated from the High School of Cental Committee of the Russian Lenin Communist Union of Youth and in 1987, from the Russian Academy of Presidential State Service of the Russian Federation. A teacher of history by profession. A lawyer specializing in administrative law. Reserve Captain (Marines).
Aramais Dzhaganovich Dallakyan has worked and lived in the Chukotka Autonomous Okrug since 1977.
From 1977 to 1990 held administrative positions in the Komsomol and Party bodies of the Okrug.
From 1990 to 1993 served as First Deputy Chairman of People’s Deputies of Chukotka Autonomous Okrug.
Since 1993 has worked in Chukotka AO government bodies.
Since 1996 has worked as Deputy Governor - Organizational, Administrative, Legal, and Immigration Matters.

A.D. Dallakyan is responsible for the following matters:
  • Formation and organization of executive bodies system in the Chukotka AO; regional, state and municipal structurization and management; national security; settling interethnic and interregional relations; realization of state national and personnel policy
  • Interaction of the executive branch with the Okrug Duma, judicial and law enforcement bodies, Election Committee, self-governing local bodies, religious, social, political and ethnic organizations.

Born February 4, 1966, City of Donetsk. Has higher education. Graduated from the Saint-Petersburg Institute of Management and Economy. Lawyer by profession.
Since 1986 she has been working in the Chukotka Autonomous Okrug and began her career in Chukotka as a typist of Anyuisk geological exploration expedition in the town of Bilibino.
In 1992 worked as Deputy Director of social security Department of Bilibino and in 1993 was appointed the Head of the Social Security Administration, Bilibino District.
In 1997 she was appointed Head of the CAO Department of Social Security and Pensions headquartered in Anadyr.
Since 2002 has served Deputy Governor of the Chukotka Autonomous Okrug and Head of the Okrug Department of Social Policy.

 Born 04/01/1957 in Syktyvkar, Komi Republic. Russian cirizen. Married. Has a son. Higher education.
In 1979 graduated the Syktyvkar State University, Physics-Mathematics Department on speciality “Mathematics”, Candidate of pedagogical sciences.
From 1979 till 1988 worked as an engineer-mathematician in the Computer Centre of the Komiglavsnab.
From 1988 till 1990 worked as a production engineer in the Leningrad Production Association of computer technics and informatics.
Since 1990 she has been working in the sphere of education. She was a Vice-Principal of a school in Syktyvkar. In 1996 she became the Principal of the Komi Republic’s Physico-mathematical College of the Education and Science Ministry of the Komi Republic.
Since 2001 she has been working in Chukotka. She was the Head of the Chief Education Department of the Chukotka Autonomous Region’s Social Policy Department.
On November 1, 2007 she was appointed the Head of the Education and Youth Policy Department of the Chukotka Autonomous Region.

She runs the following commissions:

• the Okrug  Commission on support of the best workers of educational establishments and educators of culture and art establishments;
• the Okrug Commission on social support of working specialists at the territory of the Chukotka Autonomous Region;
• the State examination Commission of the Chukotka Autonomous Region;
• the Commission on licensing educational activity and state accreditation of educational establishments at the territory of the Chukotka Autonomous Region;
• the Commission on certification of teachers and mangers of educational establishments of the Chukotka Autonomous Region.
